Plaque in homage to the France First Movement, which Georges and Marcel Cotton created in March 1941 in Lyon. The movement distributed a newspaper entitled France First; the first issue, in June 1943, had a press run of 20 copies. France First was independent, and worked with other resistance movements, including especially the three major movements of the Southern Zone ("Zone libre"). Jean Moulin had an office at the company that Marcel and Georges Cotton managed, at 16 rue Victor Hugo.
